Our view of the service

Newquay Nursing and Residential Home is a residential care home providing personal and nursing care for up to 41 people. Some people were living with dementia. At the time of our assessment there were 20 people using the service. The inspection was prompted in part due to concerns received about peoples living environment. A decision was made for us to inspect and examine those risks. We initially looked at 13 quality statements; Safeguarding; Involving people to manage risks; Safe environments, Safe and effective staffing, Medicines optimisation, Assessing needs, How staff, teams and services work together, Monitoring and improving outcomes, Consent to care and treatment; Capable, compassionate and inclusive leaders, Freedom to speak up, Governance, management and sustainability, Learning, improvement and innovation. However, due to concerns identified during the inspection we added a further quality statement to include Infection prevention and control. We carried out our unannounced on-site assessment on 26 March, off site assessment activity started on 27 March and concluded 29 March 2024. The inspection consisted of 2 Inspectors, 1 Operations Manager, 1 Nurse Specialist Adviser and 1 Expert by Experience. An Expert by Experience is a person who has personal experience of using or caring for someone who uses this type of care service. At our last inspection in June 2015, we found breaches in relation to premises, equipment and governance. During that inspection we rated the service requires improvement. During this assessment, we found the provider had failed to make the improvements needed to ensure people received good quality care. We identified a further 6 breaches in relation to person-centred care, consent, safe care and treatment, premises and equipment, governance and staffing. This meant people using the service were at risk of harm.

People's experience of this service

We spent time with and spoke with 8 people living at the service, 2 people who are important to those living at the service, 4 members of staff including the registered manager, to help us assess and understand how people's care needs were being met. We received mixed comments from people about their experiences at the service. Comments included “(staff member) is as good as gold, I can’t understand the staff, they rush me, I feel like I'm getting on their nerves” “we’re very lucky, we’re safe, comfortable and the food is lovely”. At our assessment we found care did not meet the expected standards. We used the Short observational Framework for inspections (SOFI). SOFI is a way of observing care to help us understand the experience of people who could not talk with us.
