David is a qualified accountant with over 30 years of experience in helping steer public and voluntary sector organisations through periods of considerable change and challenge.
He worked with the Chair and members of the Committee of Public Accounts to support the scrutiny of a range of public sector projects and programmes and bring about recommendations for improvement as a result of over 30 value for money reports to Parliament.
He has had board and corporate level roles in a number of different organisations and projects, including as Director of Corporate Affairs at the National Audit Office, Chair of the Audit and Risk Audit Committee and Non-Executive Director at the Wales Audit Office and Board member at the Veterinary Medicines Directorate and the Sunderland and South Tyneside NHS Foundation Trust.
He heads a consultancy providing advice to central and local government on evaluation design and execution. He is also a Trustee at Mental Health Matters and Chair of the charity SMart.
