CQC has commenced engagement activities to inform development of its future Experts by Experience programme requirements, which is to be competitively re-tendered for delivery from 2019 onwards.
Experts by Experience are people who have personal experience of using or caring for someone who uses health, mental health and/or social care services that we regulate.
During inspections, Experts by Experience speak with people using services and their family or organisations that support them. They may also observe how the service is delivered and speak to staff. Their findings are used to support the inspectors’ judgments on services and may be included in inspection reports.
We are engaging with current Experts by Experience, providers of health and adult social care and our own staff and will work collaboratively with the potential suppliers to develop the Invitation to Tender in the coming months. We also want to hear the views of members of the public who have an interest in the Experts by Experience programme.
We're holding a public focus group for people interested in discussing the future role of Experts by Experience.
The event will be held in central London at 1pm-3.30pm, Friday 3 November. It will be chaired by Andrea Sutcliffe, Chief Inspector of Adult Social Care.
In addition to the above focus group, we will be asking members of the public who would like to share their views on the Experts by Experience programme to complete an online survey which will be made available on our website from November 20th 2017.

Since the start of this financial year, Experts by Experience have supported nearly 4500 CQC inspections. On average they speak with 9 people per inspection, meaning we have been able to engage with an extra 40,000 people during our inspections.
As we move to a more intelligence-driven approach to regulation, we will need Experts by Experience to help gather local and national intelligence from the public. In particular we would like Experts by Experience to help us engage with people and groups who may find it difficult to have access to services or for their voice to be heard.
We want Experts by Experience to provide three types of support:
- Inspection – support to site visits and telephone calls
- Monitor and Insight – support gathering local and national information from the public. This will include special reviews and investigations as well as work raising public awareness of CQC
- Co-production – support to policy and guidance development and delivery of CQC staff training
