Parkview Medical Centre (Dr Kukar and Partner) in the London borough of Hammersmith and Fulham has been rated Inadequate overall by the Care Quality Commission.

Parkview was rated Inadequate for being safe, effective, responsive and well-led. It was rated Requires Improvement for being caring, following the inspection in September 2019.

The practice did not carry out recruitment checks in accordance with regulations. It did not have clear systems and processes in place to keep patients safe and safeguarded from abuse.

The provider did not monitor the prescribing of controlled drugs, for example, investigation of unusual prescribing, quantities, dose, formulations and strength.

There were no systems and processes in place to manage and monitor cervical smear screening.

There were not effective systems in place to ensure that safety alerts were appropriately actioned. The provider did not have clear systems and processes in place to manage prescription stationery.

The practice must now:

  • Establish effective systems and processes to ensure good governance in accordance with the fundamental standards of care.
  • Staff must receive the support, training, professional development, supervision and appraisals that are necessary for them to carry out their role and responsibilities.

Head of Inspection for Primary Medical Services in London, Antony Hall, said: “We have placed Parkview Medical Centre into special measures. This should give people who use the service the reassurance that the care they get should improve.

“We will inspect again within six months and if there has not been the required improvements, CQC could escalate to urgent enforcement action.”
