Hertfordshire domiciliary care agency rated Outstanding by the Care Quality Commission

A domiciliary care agency in St Albans has been rated as Outstanding, following an inspection by the Care Quality Commission (CQC).

CQC inspected Harrall Care Services Limited t/a Home Instead Senior Care in April 2019. The service provides personal care and support to people living in their own homes.

The inspection found that residents benefitted from safe, effective, caring, responsive and well-led care.

Under CQC’s programme of inspections, all adult social care services are rated according to whether they are safe, effective, caring, responsive and well-led. Harrall Care Services Limited t/a Home Instead Senior Care has been given an overall rating of Outstanding. It is rated Good for being safe, effective and responsive. It is rated Outstanding for being caring and well-led.

Jemima Burnage, CQC Head of Inspection for Adult Social Care in the central region, said:

“Our inspection team was very impressed by the level of care and support offered by Harrall Care Services Limited t/a Home Instead Senior Care.

“We found that people who used the service received exceptional personalised care and they were supported to have maximum choice and control of their lives.

“There was a strong ethos of learning and, when things went wrong, lessons were learned and shared with staff to support learning and understanding. Changes were then implemented effectively.

“We found that staff were matched with and introduced to people before they worked with them, and people were supported by the same staff. Care plans were personalised and there was an extremely positive culture within the service.

“The provider was engaged in supporting other organisations to learn and develop, and provided learning to support other health and social care professionals. The provider had also opened a dementia café in the local community that supported people using the service, their relatives and friends with advice and guidance. The dementia café provided a place for people to go and meet new friends for tea and coffee and take part in activities.

“Relatives were full of praise for Home Instead. They told us kind, caring staff supported their families to grow, nothing was too much trouble and Home Instead had exceeded their expectations.

“All of this meant people received a high standard of care, which is why it has been rated Outstanding.”
