Essex domiciliary care agency rated Outstanding by the Care Quality Commission

A domiciliary care agency in Essex has been rated as Outstanding, following an inspection by the Care Quality Commission (CQC).

CQC inspected North London Homecare and Support Limited, based in Harlow, in March 2019, when 39 people were using the service.

The agency provides personal care support service to people with a learning disability or autistic spectrum disorder, a mental health condition, a physical disability, sensory impairment, dementia, older people and younger adults living in their own homes and in supported living services.

The service was previously inspected in 2016 when it was rated as Good.

The most recent inspection found that residents benefitted from safe, effective, caring, responsive and well-led care.

Under CQC’s programme of inspections, all adult social care services are given a rating according to whether they are safe, effective, caring, responsive and well-led. North London Homecare and Support Limited has been given an overall rating of Outstanding. It is rated as Outstanding for being caring and well-led, and Good for being safe, effective and responsive.

Jemima Burnage, CQC Head of Inspection for Adult Social Care in the central region, said:

“Our inspection team was very impressed by the level of care and support offered by North London Homecare and Support Limited in Harlow.

“People and their relatives told us staff were exceptionally caring and

this was evident during our inspection. Those using the service received high-quality and person-centred care and staff knew people extremely well.

“People were encouraged to live their lives as independently as possible, to voice their wishes and aspirations and they were supported to achieve those aspirations.

“They were supported to identify and access activities that were meaningful to them and that improved their wellbeing. The registered manager had created excellent community links that benefitted people and there was a strong focus on reducing isolation and loneliness.

“Staff developed highly positive and trusting relationships with people and their relatives and they were provided with equal and inclusive developmental opportunities to progress their careers with the provider.

“People and relatives told us staff provided safe care and inspectors found that people were protected from the risk of abuse, harm, poor care and neglect.

“Those using the service were also supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible.

“All of this meant people received a high standard of care, which is why it has been rated Outstanding.”
