CQC rates Cheshire care service as Inadequate

The Care Quality Commission (CQC) has rated the quality of services being provided by Evolving Care Limited, a domiciliary care service, as Inadequate following an inspection in September and October last year.

Evolving Care Limited is a domiciliary care service providing personal care and support across Crewe and Cheshire East. At the time of this inspection, they were supporting 124 people with their care needs in their own homes, and they had 59 staff providing that care.

Debbie Westhead, CQC’s Deputy Chief Inspector for Adult Social Care, said:

“People are entitled to services providing them with safe, effective, and high quality care. We found care provided by Evolving Care Limited fell short of the standard that services are expected to provide."

“People told us that they were having some calls to their house missed, and some were early or late which affected them. We saw no evidence from the provider that these missed visits were being collated or analysed to reduce the risk of them happening in future."

“It was also very concerning that people were not always spoken to appropriately by staff and one relative told us a carer left their relative alone when they were unwell."

“We found that medicines were not being managed effectively, and we weren’t assured that people were receiving their medicines safely."

“We are working with local partners including Cheshire East Council to ensure the safety of people using this service whilst we consider our enforcement options.”

Other findings from the inspection included:

  • People's care records were not always accurate or up-to-date and did not reflect people's needs or preferences.
  • Inspectors found no system of analysing incidents for the provider to then be able to identify any patterns emerging to reduce risks with lessons learnt.
  • People’s dignity was not always upheld.
