A Newham medical centre has been rated Inadequate overall by the Care Quality Commission.
Boleyn Medical Centre in Barking Road, East Ham, was rated Inadequate for being safe, effective, responsive and well-led. It was rated as Requires Improvement for being caring, following an inspection in July 2019.
The practice did not have effective arrangements to keep children safeguarded from abuse. It did not have clear systems and processes to keep patients safe, including the early recognition of sepsis.
The practice did not manage medicines safely, including high risk medicines. It did not learn and make improvements when things went wrong.
People were not able to access care and treatment in a sufficiently timely way. The overall governance arrangements were ineffective. It did not have clear and effective processes for managing risks, issues and performance.
Inspectors were not assured leaders had the capacity and skills to deliver high quality, sustainable care.
The practice must now:
- Ensure that care and treatment is provided in a safe way.
- Ensure patients are protected from abuse and improper treatment.
- Ensure that any complaint received is investigated and any proportionate action is taken.
- Establish effective systems and processes to ensure good governance in accordance with the fundamental standards of care.
Head of Inspection for Primary Medical Services in London, Antony Hall, said: “We are placing this service in special measures. Services placed in special measures will be inspected again within six months. The service will be kept under review and if needed could be escalated to urgent enforcement action.
“Special measures will give people who use the service the reassurance that the care they get should improve.”
