S1. How do systems, processes and practices safeguard people from abuse?
Characteristics of services we would rate as inadequate in this area
People have experienced, or are at significant or immediate risk of, bullying, harassment, avoidable harm, neglect, abuse and discrimination.
People do not have their human rights upheld, protected equality characteristics are not recognised or respected, and equality is not promoted.
Staff are not up to date with safeguarding training, do not follow service or local procedures when required, or are not familiar with them or with good safeguarding practice guidance.
Staff do not recognise or respond appropriately to abuse.
People are not supported to raise safeguarding concerns and they can feel actively discouraged or even fearful about doing so.
