The Care Quality Commission (CQC) has found the quality of care provided by Five Oaks Family Practice in Beswick, Manchester to be Outstanding following an inspection in April 2016. This is a real achievement by the practice and a fantastic resource for the people of Beswick to have on their doorstep.

Under CQC’s programme of inspections, all of England’s GP practices are being given a rating in five key areas, are they; safe, effective, caring, responsive and well led. The services provided by Five Oaks Family Practice have been rated as Outstanding overall.

A full report of the inspection has been published here: www.cqc.org.uk/location/1-570158322/reports

Feedback from patients and community health and social care teams was consistently positive about the way staff treated people. Patients told us staff went the extra mile and the care they received exceeded their expectations. 90% of patients said the GP they saw or spoke to was good at treating with care and concern compared to the CCG average of 84% and the national average of 85%.

We saw several areas of outstanding practice including:

  • The excellent management of the practice including administration, systems and procedures, staffing and risk management all contributed to clinicians being able to focus on the patients, continuous improvement and innovation.
  • The practice had identified that a large number of their patients suffered with long term conditions. In view of this they formed a partnership with the Expert Patients Group based at Manchester University. The Expert Patients Programme supports people with long-term conditions to regain as much control over their physical and emotional well-being as possible. The Practice facilitated this programme to run on their premises for ease of access for their patients. An example of the success of this programme was that the practice identified a cost saving in just one patient between 2012-2015 of £850,000 whilst reducing the attendance to the Accident and Emergency department and GP emergency appointments from 27 down to five (over 14 weeks).
  • The practice held a weekly well women clinic provided by two clinicians. This clinic ran in the evening to accommodate those patients who were unable to attend in the day due to employment.
  • The practice offered an in- house dermatology clinic which reduced unnecessary referral rates into secondary care.

Sue McMillan, Deputy Chief Inspector of General Practice in the North, said:

"It is clear Five Oaks Family Practice is providing an effective, responsive and well-led service which is a real asset to the people living in this part of Manchester. To get rated as Outstanding is a real achievement.

“The practice had a clear vision, which had being responsive to people’s needs as its top priority and this is reflected in everything that they do.

“It was extremely impressive to see patient responsive innovations being put into practice such as the house dermatology clinic, something normally done in secondary care. In addition to these initiatives like this, their innovative work for patients with long term health conditions, will have improved the care individuals receive, saved the local health economy money and freed up resources for those that need them most.

“This is a great example of what outstanding care looks like.”

Professor Steve Field, Chief Inspector of General Practice said:

“I am delighted to highlight the exceptional service which is being provided by this practice. I hope other trusts will see this as a model for excellent care.

Our inspection team was led by a CQC Lead Inspector. The team included a GP specialist adviser and practice manager specialist adviser
