We are seeking a contractor to deliver a vital service recruiting, training, supplying and supporting members of the public from diverse backgrounds to take part in inspections and other aspects of our work.

Our Experts by Experience are members of the public from diverse backgrounds who play a vital role in our regulation of health and care services. They bring their personal knowledge and experience of services to help us with our inspections and other key aspects of our work.

Experts by Experience talk with people who using services and their carers during inspections. This helps inspectors to assess and rate the quality of care being provided.

Experts by Experience have also brought their insight to the development of our policies and procedures through our external coproduction work. Their views have helped to shape our approach to the regulation of health and care services.

We are excited that the role of Experts by Experience is expanding to support our monitoring of services between inspections.

Supporting the Experts by Experience programme is an important investment for us. In recent years, we’ve spent an average of £4 million annually on the programme.

We’re now looking for a contractor to deliver this managed service when the current contracts expire in 2019.

We are seeking a single contractor to supply Experts by Experience across England. The successful contractor will be able to deliver social value, demonstrating an understanding of our values and our objective of being intelligence driven.

The contractor must demonstrate established relationships, as well as the ability to develop new relationships across sectors with organisations that represent, or have access to, people using services and their carers – particularly those who can find it more difficult to make their voices heard.

The new single contract will offer a flexible approach that will deliver social value and achieve value for money. It will also ensure future consistency around pay, terms and conditions, training, development and support for all Experts by Experience.

Andrea Sutcliffe, Chief Inspector of Adult Social Care said:

“Experts by Experience are an essential part of our team. When I talk about the Mum Test: “is this a service I would be happy for anyone I love to use?” who better to help us answer that question than people with lived experience of services?

“We are now looking for a contractor who can work with us to take the Experts by Experience programme from strength to strength – building on the existing involvement in inspections and coproduction; connecting with our values of Excellence, Caring, Integrity and Teamwork; and supporting our drive to be more intelligence-led in our regulation.”
