The Voyage Limited – 190 Townsend Avenue care home, Norris Green, Liverpool is not meeting five essential standards.
A Care Quality Commission (CQC) inspection on the 9 May 2011 found that the home, 190 Townsend Avenue, operated by Voyage Limited was not meeting five of the 16 essential safety requirements.
Providers of care services have a legal responsibility to make sure they are meeting all the essential standards of quality and safety.
The CQC report, which is published today on our website, highlights the regulator’s concerns with nine areas the inspector looked at.
People should get safe and appropriate care that meets their needs and supports their rights
The service is failing to promote the health, safety and wellbeing of the people using the service. People have been exposed to risks and omissions of care which could be detrimental to their health and wellbeing.
People should be protected from abuse and staff should respect their human rights
People using the service are not protected from the risk of harm arising from people presenting challenging and self harming behaviour. The system in place for accounting for the use of restraint fails to protect people against the risk of unsafe and inappropriate support.
People should be given the medicines they need when they need them, and in a safe way
The service does not fully protect people against the risks associated with the unsafe use and management of medicines by making appropriate arrangements for their recording, handling, administration and use.
Staff should be properly trained and supervised, and have the chance to develop and improve their skills
Staff are not suitably skilled or experienced to meet the needs of some of the people using this service. This results in people not having their needs met and being at risk of inappropriate care and support.
Services must be managed by people who are honest, reliable and trustworthy and they must also have the right skills, experience and qualifications to do the job
The service is not being managed with sufficient skill and expertise to ensure people's needs are met and to ensure people's health, safety and wellbeing are protected.
Sue McMillan, Regional Director for CQC in the North West says, “The care at 190 Townsend Avenue, operated by Voyage Ltd is not good enough. The law says these are the standards that everyone should be able to expect when they receive care. Providers have a duty to ensure they are compliant – or face the consequences.
“It is clear that standards need to be raised. We will monitor them closely and won’t hesitate to use our enforcement powers to ensure the safety of people who use these services.”
