Parklands House Care Home, Rochdale, is rated as Inadequate by CQC

The Care Quality Commission (CQC) has told Parklands House Care Home in Rochdale that it must make improvements or face enforcement action.

During an unannounced inspection in October 2014, inspectors found that the home, in Falinge Road, was failing to provide care which was safe, effective or well led. Inspectors also found that failings identified on previous inspections in June and August 2014 had not been addressed by the provider, Eldercare (Halifax) Limited.

Under CQC’s new programme of inspections, all adult social care services are being given a rating to help people choose care. Overall, Parklands House Care Home has been rated as Inadequate.

The report identifies a number of areas in which improvements were required, including:

• Medicines management in the home was poor, and there was a risk that people were not receiving their medicine as prescribed. Medicines were not always stored securely.
• The home was dirty and unhygienic in some areas, and had an unpleasant smell which could be detected outside the home.
• People were not receiving the care and support they needed in a timely way, and inspectors saw that staff did not always interact meaningfully with residents.
• Risks to people’s physical health were not always acted on.
• There were sometimes insufficient staff on duty to keep people safe.

As a result of these findings CQC is currently considering the need for further regulatory action and will report in due course on any action they do decide to take.

Debbie Westhead, Deputy Chief Inspector of Adult Social Care in the North said:

“We found that the care provided at Parklands House Care Home fell significantly short of what we – and the people who live there – should be able to expect.

“This is especially disappointing given that we have previously warned Eldercare (Halifax) Limited that the home was providing substandard care.

“People deserve to be cared for in services which are safe, effective, caring, responsive to their needs, and well led. We are currently considering what further action we need to take here to make sure that people receive the care and support they deserve.”
