Paul Bate is to join the Care Quality Commission (CQC) as Director of Strategy and Intelligence.

Dr Bate has worked at the centre of policy and delivery on health for more than ten years. He joins CQC from Downing Street, where he is the senior policy adviser on health and social care to both the Prime Minister and the Deputy Prime Minister.

He also worked for the Prime Minister’s Delivery Unit under the previous government, where he led the health team and ran national reviews on cancer, elective waiting times, long term conditions and healthcare acquired infections.

Paul has a strong background in strategy development and organisational design, including working for consultants McKinsey & Company and 2020 Delivery. He achieved his doctorate in particle physics from the University of Manchester in 1999.

CQC Chief Executive David Behan said: “I am delighted that Paul is joining the Care Quality Commission. As Director of Strategy and Intelligence, he will have a major role in shaping our new approach to inspections and improving the way we use intelligence to identify where people are most at risk of poor or unsafe services.

Paul’s extensive experience of health and social care and his understanding of how organisations work will be major assets to CQC as we make the changes to strengthen the way we regulate health and care services.”

Paul said: "I am extremely pleased to being taking up the role. The CQC has a unique responsibility to the public in assessing whether NHS and social care organisations are providing compassionate, safe and effective care. I look forward to being part of the team making this a reality."
