Our view of the service
Daryel Care Greenwich is a domiciliary care agency providing personal care to people living in their own homes. At the time of the assessment 60 people were receiving personal care. Assessment activity started on 16 May 2024 and we continued to assess information until 12 July 2024. We spoke with the registered manager, the deputy manager, a care coordinator, a field supervisor, the nominated individual and the business partners who had been supporting the provider to make improvements. We sent feedback questionnaires to staff to get their feedback. We looked at 21 quality statements including learning culture, safe systems, pathways and transitions, safeguarding, involving people to manage risk, safe and effective staffing, safe environments, infection prevention and control, medicines optimisation, assessing needs, delivering evidence based treatment, how staff and services work together, supporting people to live healthier lives, consent to care and treatment, independence choice and control, equity in experience and outcomes, shared direction and future, capable and compassionate leaders, freedom to speak up, workforce equality, diversity and inclusion, governance, management and sustainability, partnership and communities, learning, improvement and innovation. For those areas we did not assess we used the ratings awarded at the last inspection to calculate the overall rating. At the last inspection in June 2023, this service was rated inadequate and has been in Special Measures since September 2023. The provider has made improvements and the service is no longer rated as inadequate overall or in any of the key questions and is no longer in Special Measures. The service is now rated requires improvement. Despite some improvements there was a continued breach in regard to good governance due to ongoing issues with the monitoring system of care calls, lateness and missed calls. We will ask the provider for an action plan in response to the concerns found.
People's experience of this service
As part of the assessment we made calls to 10 people who were receiving care and 13 relatives to gather their feedback about the service being delivered. Feedback from people receiving care had improved since the last inspection but was still mixed. Some people told us the provider had made improvements however, some people still felt the quality of care was still not what they expected. Consistency of staff and visit times remained an issue for many people. Some people told us they had not been consulted about their care needs and had not seen their care plan. There were mixed views about the skills and abilities of staff. In general, people were more satisfied with the care they received when they received care from regular staff. Some people felt the provider was not carrying out sufficient checks of the quality of care. However, some people felt recent improvements had been made and they had been asked by the provider to give feedback about the service they received. The mixed response indicated improvements were needed in many areas.
