During an inspection looking at part of the service

At our last inspection on 20 November 2012 we had moderate concerns in relation to staffing numbers, staff training and support and the lack of effective systems to monitor and improve the safety and quality of service provision.

The purpose of this visit was to check if improvements had been made. We did not speak with people who used the service on this visit.

We found that the provider had made improvements. Additional staff had been recruited to enable continuity of care for people using the service during planned absences,sickness and training. Staff were being supported through regular supervision and training to carry out their role properly and effectively. Steps had been taken to implement effective systems to monitor the quality and safety of service provision and improve outcomes for people who use the service.

During a routine inspection

We spoke with 15 people who use the service and two relatives of people who use the service. Everybody told us that the staff were respectful and polite and that they felt staff provided the care and support that was required of them most of the time.

Some people were unhappy about missed or very late visits that had affected their daily lives and their standard of care. They also commented that communication from office based staff was disorganised and not always reliable.

We found that staff were not adequately supported in their role and that there were not effective processes in place to identify and implement improvements to the quality of the service provided.
