About the service

Salus Braunstone is a domiciliary service providing care and support to people in their own home. The service supported 72 people at the time of the inspection.

People’s experience of using this service and what we found

The service was unsafe. People had their care and support cancelled by the provider twice at short notice exposing them to the risk of unnecessary harm.

The provider, directors and registered manager were not open and transparent. Some of the information they provided us with could not be verified. The provider did not engage with the CQC to address the shortfalls identified.

The provider had not learnt lessons from previous shortfalls and there were no plans to make improvements to the quality and reliability of the service.

People were not always respected or treated in a dignified manner and complaints and concerns were ignored.

People’s care and support was not person centred and frequently provided at times not to their preference. Care teams were not consistent so people were supported by multiple care staff they did not know.

Risks to people’s health and well-being were not always assessed and managed safely.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice.

Rating at last inspection

This service was registered with us on 14 April 2021 and this is the first inspection.

Why we inspected

The inspection was prompted in part due to the provider cancelling 300 hours of care without notice or appropriate explanation. A decision was made for us to inspect and examine those risks associated to this cancellation of care packages.

We have found evidence that the provider needs to make improvements. Please see the safe, effective, caring, responsive and well-led sections of this full report.

Enforcement

We have identified breaches in relation to the provider and registered managers fitness and the management to operate a safe service.

We were not able to use our enforcement powers due to the provider closing the service during the inspection. If the service continued to be registered it would be placed in special measures.

Follow up

Due to the closure of the service we could not follow up any of our concerns with the provider. Considering our findings at the inspection CQC will monitor any future applications made by the directors and registered manager.
